Abstract : UNIRAZAK Library
This study examines the digital factors influencing the Bidayuh community's readiness for technological governance, focusing on four key dimensions: technological infrastructure, digital literacy, attitudes toward technology, and government service accessibility. Technological governance has become increasingly important as communities and governments shift toward digitalization, making it crucial to understand the readiness of Indigenous communities for such transformations. The Bidayuh community in Sarawak, Malaysia, serves as the focal point for this research, given its unique socio-cultural context and the growing push for digital governance within the region. Using a quantitative research methodology, a structured survey was administered to a sample of 384 respondents from various Bidayuh district. The study employed a cross-sectional design and stratified random sampling to ensure representativeness. The data were analyzed using multiple regression analysis, correlation analysis, and multivariate tests (MANOVA), focusing on the relationships between the independent variables—technological infrastructure, digital literacy, attitudes toward technology, and government service accessibility— and the dependent variable, readiness for technological governance. The findings reveal strong positive correlations between all independent variables and readiness for technological governance. Specifically, government service accessibility and attitudes toward technology emerged as the most significant predictors of readiness. Digital literacy also showed a substantial impact, underscoring the need for targeted educational programs to enhance digital competence within the community. Technological infrastructure, while significant, indicated a moderate relationship, suggesting that while infrastructure is necessary, it must be complemented by digital skills and positive attitudes to foster technological governance readiness. This research contributes to the literature by providing insights into the digital factors that can enhance the readiness of Indigenous communities for technological governance, offering practical recommendations for policymakers in Sarawak and similar regions. Enhancing digital literacy, improving access to government services, and fostering positive attitudes toward technology are essential to ensuring that the Bidayuh community is prepared for the future of governance in the digital age.
